Reform Judaism is pretty loose about it and in the Conservative neighborhood Temple I went to they didn't police it or anything. It is just a general tradition to for married women wear them during service like men wear the kippah. In Orthodox rules, married women have to cover their hair - that is why many Hassidic Jews wear wigs in public.
